Office of Developmental Programs (ODP)

The Office of Developmental Programs (ODP) oversees Pennsylvania’s intellectual disability and autism services, which include home and community-based services (HCBS), private Intermediate Care Facilities for individuals with Intellectual Disabilities (ICF/IDs), and state-operated ICF/IDs, also known as “state centers.” ODP collaborates with county and administrative entities to manage federal Medicaid HCBS programs.

Individuals diagnosed with intellectual disability, people with autism spectrum disorder (ASD), individuals with cerebral palsy, down syndrome, language and learning disorders, and those experiencing significant developmental delays impacting daily life.
